នាព្រឹកដ៏សែនមនោរម្យ ក្រោមម្លប់ដ៏ត្រជាក់នៃសន្តិភាព ថ្ងៃទី២៦ ខែឧសភា ឆ្នាំ២០២៥ ឯកឧត្តម ហួត ហាក់ រដ្ឋមន្ត្រីក្រសួងទេសចរណ៍ បានអញ្ជើញជាអធិបតីក្នុង ពិធីបើកវគ្គបណ្ដុះបណ្ដាលវិក្រឹតការលើជំនាញស្ប៉ា និងសុខុមាលភាពរបស់សមាគមតន្ត្រីសំនៀងជនពិការ តាមរយៈការបណ្តុះបណ្តាលនេះ គឺបានជួយសម្របសម្រួលជូនជនមានពិការភាព ចំពោះប័ណ្ណអត្តសញ្ញាណកម្មជនមានពិការភាព, ការចូលសម្រាកព្យាបាល និងការទទួលសេវាកម្មថែទាំសុខភាពនានានៅតាមមូលដ្ឋានសុខាភិបាលសាធារណៈ ដោយឥតបង់ថ្លៃ, ការបណ្តុះបណ្តាលជំនាញវិជ្ជាជីវៈ (រួមមានម៉ាស្សា តន្រ្តី ចម្រៀង ពិធីករ ពិធីការិនី អក្សរស្ទាប ល្ខោនរឿងអប់រំ កុំព្យូទ័រ ភាសាខ្មែរ-អង់គ្លេស និងផ្នែករដ្ឋបាល) និងការរៀបចំឱ្យមានតន្ត្រីសម្បុរសធម៌ជនពិការជាដើម ដោយពិធីនេះមានការអញ្ជើញចូលរួមពីឯកឧត្តម លោកជំទាវជាថ្នាក់ដឹកនាំក្រសួងទេសចរណ៍ លោកជំទាវ ញ៉ែម មរកត រដ្ឋលេខាធិការក្រសួងកិច្ចការនារី និងជាប្រធានកិត្តិយសសមាគមតន្ត្រីសំនៀងជនពិការ, ឯកឧត្ដម ចាប តូ អនុរដ្ឋលេខាធិការក្រសួងសង្គមកិច្ច អតីតយុទ្ធជន និងយុវនីតិសម្បទា និងជាប្រធានសមាគមតន្ត្រីសំនៀងជនពិកា, ឯកឧត្តម លោកជំទាវ ឧកញ៉ា លោក លោកស្រី តំណាងគណៈអភិបាលរាជធានីភ្នំពេញ, តំណាងសមាគមទេសចរណ៍កម្ពុជា, សហព័ន្ធទេសចរណ៍កម្ពុជា, សមាគមស្ប៉ា និងម៉ាស្សាសុខភាព, សមាគមសណ្ឋាគារកម្ពុជា, អង្គការនិងដៃគូអភិវឌ្ឍន៍, តំណាងមកពីគ្រឹះស្ថានសិក្សានានា, លោកគ្រូ អ្នកគ្រូ លោក លោកស្រី លោកអ៊ំ ពូ មីង បងប្អូន សិក្ខាកាម ចំនួន ២៥០នាក់ នៅសមាគមតន្ត្រីសំនៀងជនពិការ រាជធានីភ្នំពេញ។
ថ្លែងក្នុងពិធី ឯកឧត្តមរដ្ឋមន្ត្រី បានជម្រាបជូនថា វគ្គបណ្ដុះបណ្ដាលនាព្រឹកនេះ បានឆ្លុះបញ្ចាំងឱ្យឃើញពីវិស័យទេសចរណ៍ជាវិស័យប្រទាក់ក្រឡាគ្នា និងត្រូវការចូលរួមពីគ្រប់តួអង្គទាំងអស់ ស្របតាមអភិក្រម «ជវភាពនៃប្រព័ន្ធតួអង្គតែមួយ» និងទស្សនទាន «មិនទុកតួអង្គណាមួយ និងទីកន្លែងណាមួយចោល (Leaving No One and No Place Behind)» និងជាការចូលរួមចំណែកយ៉ាងធំធេងក្នុងការពង្រឹងសមត្ថភាពបុគ្គលិកដែលបម្រើការងារក្នុងសេវាកម្មស្ប៉ា និងសុខុមាលភាព ជាពិសេសបងប្អូន ដែលជាជនមានពិការភាពភ្នែកឱ្យទទួលបាននូវការពង្រឹងសមត្ថភាពបន្ថែមលើចំណេះដឹងថ្មីៗ និន្នាការទេសចរណ៍ បដិសណ្ឋារកិច្ច ជំនាញស្ប៉ា ជំនាញកាយវិភាគវិទ្យា និងសរីរៈវិទ្យាផងដែរ។

On the pleasant morning of May 26, 2025, under the refreshing shade of peace, His Excellency HUOT Hak, Minister of Tourism, presided over the opening ceremony of a training course on spa and wellness skills organized by the Association of Visually Impaired Musicians.
This training program aims to support people with disabilities by facilitating access to disability identity cards, medical treatment, and free public health services. It also includes professional vocational training (such as massage, music, singing, emceeing, shadow theater, educational drama, computer skills, Khmer-English language, and administration), as well as the organization of ethical musical performances by people with disabilities.
The ceremony was attended by senior officials from the Ministry of Tourism; Her Excellency NHEM Morokat, Secretary of State of the Ministry of Women’s Affairs and Honorary President of the Association of Visually Impaired Musicians; His Excellency Chap To, Undersecretary of State of the Ministry of Social Affairs, Veterans and Youth Rehabilitation and President of the Association of Visually Impaired Musicians; along with other dignitaries, including Okhna, representatives from the Phnom Penh Capital Administration, the Cambodian Tourism Association, the Cambodian Tourism Federation, the Spa and Health Massage Association, the Cambodian Hotel Association, development organizations and partners, academic institutions, teachers, and approximately 500 trainees at the Association of Visually Impaired Musicians in Phnom Penh.
Speaking at the ceremony, His Excellency Minister stated that the morning’s training program reflects tourism as a cross-cutting sector that requires participation from all stakeholders, in line with the Convention on the “Whole-of-Society” approach and the vision of “Leaving No One and No Place Behind.
